What Is a Virginia Constitutional Amendment?
A constitutional amendment is a change to the Virginia Constitution, the Commonwealth's highest law.
It can create, remove, expand, or limit rights, powers, and government authority.
Constitutional amendments have greater legal authority than ordinary laws.
Unlike regular legislation, amendments cannot be vetoed by the Governor.
To be adopted, an amendment must pass two separately elected General Assemblies and then be approved by Virginia voters in a statewide referendum.
They can affect fundamental rights and government structure for decades.
Once approved, it becomes part of the Constitution and can only be changed through another constitutional amendment.
Constitutional amendments are intended for significant, long-term changes to how Virginia's government operates or how rights are protected or taken away.
